Is there a way to scan for stock that have a 6 day ROC that is at the bottom or at the top

If you are looking for the ROC of the symbol to be at the top or bottom of the list of symbols, you could create the following Personal Criteria Formula and using at as an EasyScan Condition set to Rank: ? to Max to get the highest values or Rank: Min to ? to get the lowest values:
