I would like a PCF Formula with the following parameter:
Signal on the Notes with the Price in crossing with R1

I am not sure what is mean by price is crossing R1. Do you mean the price bar is intersected by R1?
3 * L <= 2 * H1 - L1 + 2 * C1 AND 2 * H1 - L1 + 2 * C1 <= 3 * H

I would like a PCF Unique formula with the following parameters: Before the opening of the Markets, the signal on the Securities with the closing and the maximums yesterday between central Pivot Point and under R1

Please try the following condition formula.
O1 + H1 + C1 < 3 * C AND 3 * C < 2 * H1 - L1 + 2 * C1 AND O1 + H1 + C1 < 3 * H AND 3 * H < 2 * H1 - L1 + 2 * C1
