Im trying to make an indicator on a 15 min chart

so far i have c=>0+(o*0.05) 

this works fine on daily time frame but when i lower it to 15 min i get nothing, just a flat line , can you help

I don't understand the formula. Why are you adding zero to O*.05?

Are you trying to find stocks where the close is at least 5% above the open?

C >= O*1.05

it isnt 0 its o (letter O )

so the close is greater than the open by a min of 5% 

i was going to run it on a 15 min chart and look for popping stocks

On a 15-minute chart the stock would have to be up 5% or more from the open of the latest bar.

Keep in mind that O the open of the bar, not the open of the trading day. You can't mix time frames in a single formula.
