I'm looking for a way to plot PE ratio as an indicator alongside price history to show say PE15 my goal is to look for deviation watching both lines on a chart

While it isn't available in the production release of TC2000 version 12.3 yet, it is possible to plot fundamentals in the TC2000 version 12.3 beta. You would need to select Add Indicator and choose P/E Ratio from the list.

I tried that in the beta version but is there a way to fix the PE to a static number and not a dynamic one? I want to be able to see the price evolve against a constant fixed PE (of 15)

No, as the Personal Criteria Formula Language does not have syntax for referencing fundamentals.
