 Please create PCF for:
Stock Price > $20
Stock Price< $60
Volume > 750000
NASD Exchange
NASD w/option Exchange
8 day MA
20 day MA
3 day trend up

Please create PCF for:
Stock Price > $20
Stock Price< $60
Volume > 750000
NASD Exchange
NASD w/option Exchange
8 day MA
20 day MA
3 day trend down

 The Exchange and Optionable Conditions need to be done using the appropriate built in Fundamental System Criteria as EasyScan Conditions:

Definitions of all built in scanning and sorting criteria
Using EasyScan to find stocks that meet your own criteria

If I'm understanding the rest of your question correctly, you can create the first Personal Criteria Formula as:

C > 20 AND C < 60 AND V > 7500 AND AVGC8 > AVGC20 AND C > C1 AND C1 > C2 AND C2 > C3

And you can create the second PCF as:

C > 20 AND C < 60 AND V > 7500 AND AVGC8 < AVGC20 AND C < C1 AND C1 < C2 AND C2 < C3
