Is there a way to scan for morning pre-market gap ups and gap downs, so that say by around 9:00am eastern time you could have loaded up a watchlist and considered what might be appropriate for trading near the open ?

Since TeleChart doesn't have pre-market data, there is no way to write a PCF or EasyScan that incorporates it.

No. TC2000 still doesn't carry pre-market data.

Is it possible (with a Gold subscription) to scan for gaps after the opening bell please, (on an x-minute chart?)?

The shortest time frame available for scanning in TC2000 Gold is Daily. You can still create scans to check for gaps immediately after the market open in TC2000 version 12.3 (albeit using only the streaming realtime BATS data and not the data from the consolidated tape). The data in TC2000 Gold version 7 is delayed up to 20-minutes and must be downloaded manually.
If you want to check for the open being above the previous close:
O > C1
If you want to check for the open being above the previous high:
O > H1
