Is there a way to write a PCF candlestick for springboard following a consolidation?
What do the numbers on the side bar of TSV represent? For example if TSV reached 2.8k, does that mean 2,800 x 100000 lot s were accumualted for that period?

I don't have a Condition Formula already available for a springboard candlestick pattern, but theNew PCF for a Dragon and Springboard Candlesticks topic at least starts to explore the creating one. We could use that as the basis of something more focused on your specific needs.
Boolean PCFs for Candlestick Patterns
The calculation of Time Segmented Volume (TSV) is proprietary. The value returned is volume related, but 2.8k in and of itself is meangless outside of the context of the rest of the values.

In regards to the TSV; When you meantion values are meaning setting like TSV 24 ema 12 and say the 2.8k represents oscillaiton point above the cente line ?

While I can't actually give interpretation advice, I mean you are looking for things like how high or low TSV is relative to previous values, for crossing up and down through zero and how its highs and lows line up with or contradict price.
That it is 12k or 50k in and of itself doesn't mean anything outside of the context of previous values for price and TSV.

If you just want something like the open being in the top 5% of the candle, the body being at least 10% of the candle and the close in the top 20% of the candle, you would get the following.
H - C <= (H - L) / 20 AND STOC1 >= 80 AND O - C >= (H - L) / 10
