When I click on the library icon the conditions tab is missing
How do I access my conditions

If you mean in the current TC2000 v18 beta, Conditions now have a full tab of their own at the top of TC2000.

I just realized once we change the PCF in the conditions tab, if we have that condition as a column the PCF changes there as well
Is that a new upgrade?
If yes whee do I see a list of all other upgrades

Thanks for letting me know. I hadn't noticed that yet when playing with the new version.
I think that is a new feature if it works that way, but it isn't listed as being something new.
The most recent beta release notes are available here.
TC2000 beta release notes
WatchList Columns definitely used to contain copies which were not linked to the original in any way. I do not know when this would have changed.

No, it doesn't work that way. Editing a condition in the Conditions library will not alter the formula if that condition is already used in a layout.
