I'm not a candlestick guy (at all), but the Bullish Hammer/Dragonfly Doji formula given in the Boolean PCFs for Candlestick Patterns topic is (OK, I re-arranged it a bit):

H - L > 3 * ABS(O - C) AND C - L > .8 * (H - L) AND O - L > .8 * (H - L)

You asked for the PCF for a "bullish" hammer. You got two formulas for a hammer candlestick. To get a "bullish" hammer, add a clause to identify the trend as a Downtrend. I add this clause to my hammer formula:
"and C<avgC5.1"

Latest Short Interest Ratio is one of the built in fundamental system criteria.

Definitions of all built in scanning and sorting criteria

Latest Short Interest Ratio - The short interest shares divided by average daily volume, representing the number of days of average trading needed to cover the shorts.

You can use it is an EasyScan Condition, WatchList Column or Sort:

Using EasyScan to find stocks that meet your own criteria
Customize the Information Displayed in the WatchList

But not in a PCF as the Personal Criteria Formula Language does not have syntax for referencing fundamentals.
