Bruce, please pass along C>Top Line of 21-Period Bollinger Bands with 3.0 Std Dev.
Also, C<Bottom Line of 21-Period Bollinger Bands with 3.0 Std Dev.

Please try the following in TC2000 v17 for price being above the top Bollinger Band.
C > BBTOP(3, 21)
And the following for price being below the bottom Bollinger Band.
C < BBBOT(3, 21)
