A condition formula for a 65 period price percent change of at least +25% can be written as follows.

C >= 1.25 * C65

A condition formula for a 65 period price percent change of at least -25% can be written as follows.

C >= .75 * C65

Once you have the condition formulas, you can create a streaming condition report with the desired counts.
