I didnt see any formula lanuage for working with bid and ask average values over a time frame. Is it accurate to say those are not in there?
i'm currenlty looking at these pages:

It would be accurate to say those are not there. It is not possible to reference bid and ask in the Personal Criteria Formula Language. Nor do we actually carry historical bid and ask prices.
The current Bid Ask Spread is available as a WL Column.

Is there a way to flag bid ask spreads that are less than .50 cents.

No. About the best you can do is add Bid Ask Spread as a WatchList Column.
