How can I write a condition formula whereby if I have 3 trend definitions (let's say Trend Down, Trend Neutral and Trend Up) I want to scan for securities in Trend Neutral whose last non-Trend Neutral score was Trend Down? I have my own definition of Trend already, but don't know how to write the formula to condition based on the last non-neutral Trend score. Thanks in advance for any insights

Without knowing the exact details of your Trend Down, Trend Neutral and Trend Up requirements I could not say for sure, but I suspect you could use the techniques in the Days Since Last Peak (or other day-counting needs) topic for this.
You would need to check for Trend Neutral being true and the count for the number of bars since Trend Up was true to be greater than the number of bars since Trend Down was true.

So I'm not quite sure on the vice versa part. You are checking Non-Uptrend true and Downtrend more recent than Uptrend.
Is the vice versa part then Non-Uptrend is true and Uptrend more recent than Downtrend?
Is the vice versa part then Non-Downtrend is true and Uptrend more recent than Downtrend?
Or would you really just rather have Non-Uptrend or Non-Downtrend true and Downtrend more recent than Uptrend with vice versa part being Non-Uptrend or Non-Downtrend true and Uptrend more recent than Downtrend?

Both of the following should check back 25 bars to find the most recent Downtrend or Uptrend. They can't return true if the most recent Downtrend or Uptrend happened more than 25 bars ago.

I tried the formula for Volume: V>=XAVG20 and keep getting a formula error message. What am I missing?

You are missing the second V. The Condition Formula should actually be the following.
V >= XAVGV20
