This is what I have but it doesn't seem to work. Is it correct?
O3 - C3 > (H3 - L3) * .6 AND C3 > O2 AND O2 - C2 > (H2 - L2) * .6 AND C2 > O1 AND C - O > (H - L) * .6 AND O > O1 AND O1 - C1 > (H1 - L1) * .6

I'm not a candlestick guy (at all), but I'm not seeing anytihng obviously incorrect about the syntax or logic of the formula. That doesn't mean I'm saying it is the "correct" formula for a Bullish Kicker, it just means that it is not logically impossible for the formula to return true.
I've just read through a bunch of Bullish Kicker definitions on various candlestick websites and, as usual, they can't agree on the definition even when using vague subjective terminology.
What is your particular unambiguous objective definition of a Bullish Kicker?

This is a bullish kicker from candlestick forum.
(O1 > C1) AND (O >= O1) AND (C > O)
Thanks
