I cannot think of an automated method of calculating the Bias Indicator in TC2000 as there is not a way to isolate the first bars of the day. The Personal Criteria Formula Language does not have syntax for referencing the start of the day or the time of day.

What is the solution for this if we need this?

So does Worden has plan to make available for the users. A teacher in Taiwan showed me how useful it is for him in Taiwan.  It is a pretty common feature that is offered by Taiwan's stock chart analysis program service.  Thanks.
