Need PCF for following conditions:
15 minute time frame
volume surge
crossing up thru 9 moving average.

What do you see as a Volume Surge?
A Personal Criteria Formula for Price crossing up through its own 9-Period Simple Moving Average could be written as:
C > AVGC9 AND C1 <= AVGC9.1
If the Moving Average is Exponential instead of Simple, you could change both instances of AVGC to XAVGC.
The PCF itself has an option to set the Time Frame in the TC2000.com version 11 beta (all PCFs are Daily in the current production release of TeleChart). You will obviously want to set the Time Frame of the PCF to 15-Minutes.

Sorry for my ignorance. how do I enter Time Frame of the PCF to 15-Minutes.

Right-below the name there will be a drop-down menu for Time Frame when creating or editing a Personal Criteria Formula in the TC2000.com version 11 beta.

When I ran test it came up false. Doe that mean that formula is wrong??

No. A False result just means the formula does not True for the test symbol.
