Is there a formula or way I can retrieve a list of stocks or averages that show all lines
passing up or down thru the 13 and 34 moving averages?

Easily done if you first display both the moving averages on the price plot. Then drag one of them over the other. This will give you access to the panel where you vote for the crossover you want. You can select crossing UP or DOWN based on which one you dragged.
If you want both displayed you can construct and "OR...Pass" combination.
Also, you can open up two columns on the Watch List using a drag and drop from the price panel and sort accordingly for one or both of the crossings.
