1. Is there any way to annotate charts with curves, ellipses, and circles? or freehand drawing?
2. With notes I can annotate any part of a chart, but with active charts I can only annotate the Top panel, not the Middle or Bottom panels. Is there a way to annotate the Middle and Bottom panels?

I do not know of a way to draw on charts in an arbitrary fashion using TeleChart. The drawing tools that are available are limited to the top Pane. You may wish to review the following:
