Is there a hotkey for drawing horizontal lines?

No. You can use shift-D to get a trendline, but that is the normal trendline, no the horizontal trendline.

Not a shortcut key per se, but you can easily force a horizontal trendline by holding down the SHIFT key while drawing a normal trendline.
Easier to show than describe.
Check around the 2:40 mark as Michael Thompson shows how it's done:

Hi,
Is this forced key function something that needs to be enabled? I am selecting the SHIFT key and nothing is happening.

You have to actually move the mouse somewhat after hitting shift in order for the trendline to go into horizontal mode.
If this does not resolve the issue, then please contact technical support.
