How do I write a scan to find stocks that are consolidating?

That would depend on your particular unambiguous objective definition of "consolidating". One option for identifying consolidating stocks would be to use the example Trending/Consolidating (25 day) Personal Criteria Formula as an EasyScan with the Rangefinder set to Min to some arbitrary Value or Rank:

How to create a Personal Criteria Forumula (PCF)

Trending/Consolidating (25 day) - Compares the average trading range to the trading range over the past 25 days. Lower values reveal consolidation while higher values reveal trending.

(MAXH25 - MINL25) / ((AVGH25 - AVGL25) * 25) * 100
