is it possible to scan for stock price that is outside of standard bollinger bands please advise

TeleChart doesn't have default or standard settings, but you could create a Personal Criteria Formula if the settings are known to use as an EasyScan Condition if the settings used are known.

For example, if the it is a Bollinger Band 20,20, you might write the PCF as:

ABS(C - AVGC20) > 2 * SQR(ABS(C ^ 2 + C1 ^ 2 + C2 ^ 2 + C3 ^ 2 + C4 ^ 2 + C5 ^ 2 + C6 ^ 2 + C7 ^ 2 + C8 ^ 2 + C9 ^ 2 + C10 ^ 2 + C11 ^ 2 + C12 ^ 2 + C13 ^ 2 + C14 ^ 2 + C15 ^ 2 + C16 ^ 2 + C17 ^ 2 + C18 ^ 2 + C19 ^ 2 - 20 * AVGC20 ^ 2) / 19)

Another option would be to use a Channel Sort on charted Bollinger Bands. A value greater than 100 is above the top BB and a value less than -100 is bolew the bottom BB.
