I'm not sure how you want to define "basing", but you could try using the following Personal Criteria Formula as an EasyScan Condition to determine if the symbol was down at least 75% from its 3-Year High:

C <= .25 * MAXH756

Or the following PCF to determine if the symbol was down at least 75% from its 5-Year High:

C <= .25 * MAXH1260
