What is the basic logic of Period High?

What is "Period High" (Block, Indicator, Condition, Shared item, etc.)? I haven't found anything with this specific name in my copy of Blocks.

A block that is automatically in conditions. it is not in the general block code library.  I'm getting some nice results with it and would just like to know what it is.

I've sent an email in an attemt to find the exact logic of the Making New High Condition. My guess would be that the Period High Block behaves the same as the Maximum Block, but my initial experimentation with the Making New High Condition leads me to believe that the behavior is not identical (but I have not been able to determine what is different, and it could be another Block in the Block Diagram causing the differences I'm seeing).
