I've created a bar chart with a bunch of custom settings. I'd like to have all new charts appear with those settings. Is there a way to tell Blocks to use a new default group of settings every time it opens a new bar chart?

Right click on the tab for the bar chart you've configured (or the down arrown in the upper right corner if it's not tabbed) and select Save as Tool Window. Name it Mako's Bar Chart (or any other name of your choosing).
Now when you want to open a new bar chart, open Mako's Bar Chart instead of the Bar Chart in the library by clicking the Start Button, then the My Computer icon, then Mako's Bar Chart.
You can save as many pre-configured charts as you want by saving them as Tool Windows.
