 I would like to scan for stocks which have his RSI 30 on a weekly chart but, they ahve not hit rsi 30 in 6 months is this possible or should i just scan for stocks that hit rsi 30 on a weekly chart

 The exact formula used and its practicality would depend entirely on your specific Wilders RSI Settings:

RSI Period: ?
Use Wilders Smoothing: Checked or Unchecked?
Avg Period: ?
Average Type: Simple or Exponential?

The practicality would also depend on how frequently you wish to sample Wilders RSI to determine if it was not 30. It is possible for RSI to have been thirty on a weekly chart during the last six months but not be thirty when looking at the current weekly chart (because the chart is only showing the weekly values every five days).
