I'm trying to find a quick way to assess whether a stock is overvalued or undervalued. To do this, I need to sort by Return on Equity (ROE). ROE=Earnings/Shareholders Equity. The earnings numbers are available in Telechart, but I haven't been able to get to anything that gives Shareholders Equity, or Book Value, for a stock. So I haven't been able to put together a useable PCF and generate the sort. Right now, I have to go to other sources to get Shareholder's Equity or ROE and then put together a separate spreadsheet for the stocks I own. Is there any way to do this stuff in Telechart?

Even if Shareholders Equity were available, you would not be able to create ROE in TeleChart on your own because TeleChart's Personal Criteria Formula Language does not have syntax for referencing Fundamental Criteria. TeleChart is limited to the Fundamental System Criteria already available:
Definitions of all built in scanning and sorting criteria
If Shareholder's Equity were available, you would be able to create ROE in SnapSheets with a Hemscott Criteria Databank subscription. You may wish to review the following:
