Hi there -- I read an interesting article by Caesar Alvarez who found good results using a revised RSI2 Connors type strategy on stocks that are NOT in the Russell 3000 but were so in the past.
Can we scan such a list? Thanks in advance,

There isn't any sort of automated way to generate a list of symbols that were in the Russell 3000 (or another index for that matter) in the past but, while still trading, are no longer in the index.
If you have such a list, you could copy and paste it or import it into a Personal WatchList and then scan that Personal WatchList.

Pasting into a Personal WatchList is just a matter of right-clicking in the area where the symbols are in the Personal WatchList and select Paste (or use CTRL-V).
You can rightsclick in the same area of a Personal WatchList and select Import Symbols from File... and then select the file to import in order to import the symbols in a file into a Personal WatchList.
