Is it possible to create an indicator - a simple MA, for example, in a specific time frame and then plot in on a different time frame?  i.e.  a quarterly 5 SMA  and then plot it on a weekly chart?

No, it is not.

If you are trying to display a long time frame on a shorter time frame, you can multiply the period by the length of the longer time frame divided by the length of the shorter time frame to get a period to use, but this would be an approximation and would not match exactly (and in some cases can be off by quite a bit).

For example, since there are 3 months in a quarter, you could try using a 15-period SMA on a monthly chart to approximate a 5-period SMA on a quarterly chart.
