Volume Surge Today is based on the following Indicator Formula:
100 * V / AVGV100
This is the volume of the current bar expressed as a percentage of the 100-period simple moving average of volume.
A rank of 85 to max means the value of the Volume Surge Today formula for the symbol in question is higher than 85% of symbols in the WatchList being used to calculate the percentile rank.

if i have my chart set to 1 minute bars, does that mean that the 100 period simple moving average is the last 100 1 minute bars?

The 100-period simple moving average will be of bars and not necessarily of days, but the time frame of those bars will not necessarily match the chart as it is set within the EasyScan.
If you bring up the Edit tab for the EasyScan in which the Volume Surge Today - Rank of 85 to Max EasyScan Condition is included, there will be a time frame listed for the EasyScan Condition. Each of the bars used in calculating the 100-period simple moving average will be based on the time frame listed for the EasyScan Condition.
