There are a variety of ways to identify the strongest and weakest performing securities. One option would to just use Custom Date Sort.

Another option would be to a Rate of Change Percent indicator to the chart and adjust the period as desired.

You could then use the indicator as the basis of a WatchList Column and sort.

I'm not quite sure what you mean by a "new low" pivot point. Pivot points can be defined a variety of ways and even more ways if you just count the word pivot. For example, a "Pivot Low" is frequently defined as a low surrounded by two higher lows on both sides:
MINL2 > L2 AND L2 < MINL2.3
