What would be the formulae to capture the DMI + sign and The DMI - sign which can generate buy and sell signals

I do not know what you are requesting. The following topics explore the creation of ADX related formulas (although a formula for ADX is way too long to be practical):

PCF for Wilder's Directional Movement DMI-crossovers
PCF for Wilder's DX, and/or a CI for Wilder's ADX

That said, you can just add a Directional Movement(+DI -DI) indicator to the chart and then click on it to select Create Scan Condition to create Conditions based on +DI and -DI. It is much easier than creating a formula for this.

In 2004, we could not (practically) calculate DI Difference (DMI+ - DMI-). Just curious if this has changed.

The Personal Criteria Formula Language has not undergone any significant changed in its syntax since then, so no, the ability to create formula DMI difference has not changed. It is possible, but the formulas are very long and I cannot post them - although such formulas have been posted in the forums previously (just check out the already referenced topics).
