Can you assist with a PCF that discloses dark pools undergoing accumulation / distribution without impacting price unlike HFT's?

No, I cannot create any Personal Criteria Formulas related to dark pools as PCFs are based entirely on publicly available price and volume data, while dark pool trading is by definition off market and not public.
