Overlay an indicator window with a horizontal line at a specific value

I would like to overlay the indicator with a horz. line at at specific value. e.g overlay rsi with a horz. line at 25; DI,ADX with a horz. line at 27

The easiest way would probably be to right-click on the Value Scale and select Add Horizontal Pointer. You can then right-click on the Horizontal Pointer and select Properties to adjust its settings as desired (you would probably want Allow Drag = False with a manually set Value to draw line at setting).
