What is the fomula that I use in a PCF to only bring up stocks with a min of 250k shares traded over a 90 day avg.

If you mean the Minumum Volume over the last 90-Trading Days, you would want the following:

MINV90 >= 2500

If you mean the Average Volume over the last 90-Trading Days, you would want the following instead:

AVGV90 >= 2500

The highest high over the 252-Trading Day Period (approximately 52-Calendar Weeks) ending 60-Trading Days Ago could be written as:

MAXH252.60

Adjust the days ago parameter (the 60) would adjust how long ago the 252-Trading Day Period ended. You may wish to review the PCF Formula Descriptions topic already referenced above for more details on PCF syntax.
