 Is there a way I can create an EasyScan condition to give me payout ratios  (Dividend / EPS ) ?

 I do not know of a way to do so using TeleChart. The Personal Criteria Formula Language does have syntax for referencing other symbols or fundamentals.

In Blocks, you could divide Dividend Yield by EPS Latest Quarter.
