I apologize as I assume this is already on your board somewhere; but I couldn't find it in a search...
1. Can I have the system scan the entire universe of stocks at a certain time (intraday) for anything hitting a new high?
2. Assuming I can't but that I maintain watch lists. How many realtime watchlists can I have with how many stocks? For instance I previously used tradestation and there was a limit in their "radarscreen" that I could only be concurrently monitoring up to 1000 or 2000 stocks at any one time for certain conditions.
3. If I want to monitor a limited list for certain actions; for instance, new high from that list on 2 times normal volume, can I build an alert for this combination of events?

You may be interested in this:
Real time indicator sorting (available at the Platinum level)
You can scan during the day (all stocks in the database) but it will be based on 20 min delayed data.
(I assume you are asking about a 52 week high)
Also you are a gold member so you only have access to 20 min delayed data

I just saw this post and I thought that it might be the answer that I am looking for. If I am a platinum member can I search real time for stocks that are trading with heavier than THEIR OWN normal volume? thanks rgaind

rgaind, Yes. You could create a Custom Indicator using an Indicator Formula similar to the following (you would probably want to use your own parameters):
Volume as Percent of 21-Period Exponential Moving Average of Volume:
100 * V / XAVGV21
You could then sort your Watchlist in Descending Order using Real Time Indicator Sorting. You may wish to review the following:
