Can this be expressed in a formula?

5 bar % ATR < 21 bar % ATRĀ

% ATR could be defined a variety of ways, but if we assume something like the following for a 14-period version.

100 * AVG(ATR1 / C1, 14)

Then the following would be the desired formula.

AVG(ATR1 / C1, 5) < AVG(ATR1 / C1, 21)
