Is there a way to utilize a histogram for the values of (Example) the VIX--X or TNX -X so that it will show the values (Example) above 18 in red and below 18 in green?  Similar to what is done with Rate of Change for values above and below zero.

Not in a way that would only show up for the VIX--X or TNX--X symbols and not for any other symbols. About the only thing even similar to this I can think of would be to use Horizontal Line Drawing Tool. You could add it to both symbols and then it would just plot for those symbols.

I guess you could plot a Custom PCF Indicator in another pane using the following formula:

C - 18

This would plot above and below zero, but the zero would be the same as 18 on the price chart in the other pane. But this would again show up for all symbols and not just VIX--X and TNX--X.
