Bruce, not sure if this is doable in TC2000, and it's not a big deal, but ...

Can moving averages be plotted with one color while they're rising and another color when they're falling?

No, but you could plot the moving average and then add Custom PCF Indicators using the Dots Plot Style in the same pane and scale as the moving average plotted in different colors depending on if it is going up or down (or plot the moving average using the Dots Plot Style and just make one Custom PCF Indicator).
