I am having some trouble coming up with a pcf that scans for stocks that are closing between +0.1 or -0.1 of the 9EMA.

Can anyone help in this regard?

If you mean ± $0.10, then:

ABS(C - XAVGC9) <= .1

If you mean ± 0.1%, then:

100 * ABS(C / XAVGC9 - 1) <= .1
