Hi,
how can i scan for stocks that are trading or past 10am high price

There really isn't a good way to do this because you would need to create a new formula every time a new bar starts forming in the time frame being used for the Condition Formula.
This means the best time frame to use for this in a Condition Formula would probably be the two hour time frame as you would only need to have three different formulas throughout the trading day. From 10 AM to 12 PM ET you would use the following 2 hour time frame Condition Formula.
C > H1
From 12 PM to 2 PM ET you would use the following 2 hour time frame Condition Formula.
C > H2
And from 2 PM to 4 PM ET you would use the following 2 hour time frame Condition Formula.
C > H3
