I want to identify on different timeframes when standard bollinger bands of 20 & 2.0 move inside keltner channels of 20 & 1.50 to create a squeeze. I have created 2 scan conditions one for the top BB moving below the top KC and for the lower BB moving above the lower KC. Is there a way to combine these into 1 condition?

If you created the Condition by clicking on the indicators and selecting Create Scan Condition, then they can't be combined into a single Condition, but they can be combined by using them in the same EasyScan.

It is possible to create Condition Formulas for this sort of thing, although the formulas are needlessly complex if you allow for different centerlines.

It should probably be noted that if you are attempting to duplicate a TTM Squeeze that the formula is a bit shorter than the above:
