Can you help me with a PCF to screen for stable stocks meeting following AAII / IBD Screen:

1. Share Price at least $12
2. 5 yr earning growth at least 10%
3.Year on year earnings growth at least 10% for each of last 5 years
4.Qtr on qtr earnings and sales growth at least 10% between current qtr and same qtr one year ago
5. earnings stability rate of 20% or less (compare annual earnings to trend in earnings over past 5 years.  Note: the lower the percentage, the more consistent the profit.)

The Personal Criteria Formula Language does not have syntax for referencing fundamentals. This means the only one of your requirements which can be represented in a Condition Formula would be a share price of at least $12:

Some of your other requirements could be included with this Condition Formula in a Scan by selecting Add Condition and choosing the fundamental which match or are close to matching your requirements:

Definitions of all built in scanning and sorting criteria

Earnings Growth Rate 5-Yr set to Greater Than Value 10.00.
EPS Percent Change Latest Yr set to Greater Than Value 10.00.
EPS Percent Change Latest Qtr set to Greater Than Value 10.00.

So at this point we would have share price at least $12, 5 year growth rate at least 10%, year on year EPS growth rate of at least 10% for the last year, quarter on quarter EPS growth rate of at least 10% between the current quarter and the same quarter one year ago.

This would leave year on year earnings growth rate of at least 10% for the prior 4-Years (and the current year if EPS growth rate isn't good enough), quarter on quarter earnings growth rate if EPS growth rate is not good enough and earnings stability rate. I do not know what fundamentals you might want to substitute to approximate these requirements, but exact matches are not available.
