 Would like to build a PCF or Easy Scan for companies say  30-60% off their most recent highs or x period??? Would also like to include market cap ranges for these companies if possible.

 A Personal Criteria Formula for Price being 30-60% off their 252-Bar High could be written as:

.4 * MAXH252 <= C AND C <= .7 * MAXH252

You would need to add it to a Scan:

Indicators, Sorting & Scanning

You would then need to add Capitalization to the same Scan as it cannot be created as part of a formula.
