How do you know when to use fast stoc or slow stoc or full stoc. What are the optimal values to apply and what condition determines when to use which one. Also how do you determine what value to assign to %D.

You have the equation backwards.
You don't look for "optimal settings" than figure out how to use an indicator.

You decide how you want to trade, than see if an indicator can help you get it done.
