I am new to telechart and  would like to be able to compare a group of ETFs in this example: TLT, GLD, EWJ, SPY, IWM, IEV, EEP, ILF to each other to figure out which of them is a better technical investment relative to each other. How do I go about doing that? Thanks.

It would all depend on how you "compare" them and
what you call: "a better technical investment".
