Is there a place where I can access the code to the scan Don Worden uses to measure the number of stocks that are advancing on increasing volume versus those that are advancing on decreasing volume? (and vice versa)

I'm not positive, but you may be talking about the Leadership Index. Here is Mr. Worden's description of the Leadership Index from the April 11, 2003 Worden Report:
The Leadership Index is easy to calculate yourself with a PCF. I use the Russell 3000 as the universe (a canned WatchList included with TC2000). Make another WatchList from it of stocks with todays volume higher than the average daily volume for 90-market days. Then get a count of the advancers and decliners, using the dropdown Reports menu on the top bar: Reports/Todays prices.
Here is the PCF: V > AVGV90.1
Put it into an EasyScan (under whatever name you choose for it). That will create the WatchList of stocks whose volume today is higher than average daily volume over a period of 90 market days. DW
I would suspect anything involving decreasing volume would reverse the > sign to a < sign in the Personal Criteria Formula:
V < AVGV90.1
