How would you write a condition that is true or false stating that the price has peaked 8 to 12 weeks ago?

The following Condition Formula compares the price 8 to 12 weeks ago to the most recent 52 weeks based on the rolling 5-trading day bars used in TC2000 version 7.

MAXH25.40 = MAXH260

If you want something else, we would need further clarification from you as to your intent.
