How can I create an PCF which tells me all the stocks over RSI 70 today and unders RSI 70 Yestrday. (preferably Wilders RSI)

I find this post very useful, however, I am looking for stocks above wilders RSI 70 and Stocks below Wilders RSI 70 yesterday. How  can I create this scan of an 70 cross in the rsi?

Anyone know how I can open up 4 different charts on 2 different screens at the same time?
