Is there a way to plot on a chart a fixed % line as an overlay. Let's say I want to quickly review a watchlist and want my stock chart to exhibit a trend exceeding 15%, etc.?

You can add a comparison line to your price chart and use symbol FX15.
Right click on the chart. Edit Chart Properties. Click the Comparisons tab.

You will want to add the FX15 symbol as a comparison symbol with comparisons set to start all plots at same point.
